The holder of a Masters in Technology as well as a doctoral degree, Dr Gulshan Rai has over 30 years of experience in multiple spheres of Information Technology including, but not limited to, cyber security, legislative frameworks and cyber laws and e-Governance. Since 1998, Dr Rai has been working to construct an effective legal framework to address various needs of the cyberspace. Former Director General of CERT-In (Indian Computer Emergency Response Team) and Group Coordinator of E-Security and Cyber Law Division in the Ministry of Communications and Information Technology, Dr Rai presently holds the post of Chief Information Security Officer, Prime Minister’s Office. Additionally, he has been the Executive Director of ERNET India for over 7 years and has been instrumental in setting up of the first large scale education and research network in close collaboration with the leading educational and research institutions in the country.During his tenure, the project of National Knowledge Network was developed and expanded.He has been designing and implementing IT solutions in the areas of Finance, Taxes and Law & Order and so on.
